The Cleveland Board of Control consists of members of the mayor’s cabinet and leaders of city departments. City Council passes some legislation – particularly legislation that authorizes the city to enter contracts for various purposes – that leaves vendor selection and compensation to be set by the Board of Control. The board makes those decisions in this meeting, and it also holds votes on the sale and purchase of land parcels.

The answer was: We evaluate each criteria by item and by the different valves and meters. Neptune's bid was lowest on 3-24 and badger was lowest on 4-24 and the rest we did not get a responsive bid.
