During the last meeting we reported that after accusations of impropriety and a lengthy discussion of parliamentary procedure, the board would act on a motion to remove (or not) a board member.

This board of directors operates under a governing charter and consists of 22 members. The Secretary role is currently vacant, and the Homeless Action Network of Detroit (HAND) has served as the lead agency for the Detroit Continuum of Care since 1996.

The submission of only one application was a requirement of the NOFO (notice of funding opportunity) that came out last July (2024).

In Oct. 2024 an application was submitted to HUD in November, but due to changing priorities in Washington, D.C. w/a new presidential administration, things changed.

No HUD announcements have been made but HUD has instead, re-released the notice of funding opportunity. Anyone (including Detroit CoC) will need to be resubmitted for reconsideration.

$75 million dollars is up for grabs.

Detroit may submit for up to $12 million dollars for a multi-year project and only one single application may be sent.

Another NOFO will be available later this year.

Application deadline is now 42 days, so there are significantly shorter timeframes.

Opportunity zone projects receive additional scoring (criteria used to decide on who gets funded by U.S. Department of Housing and Urban Development).

Detroit Continuum of Care

Since 1996, the Homeless Action Network of Detroit (HAND) has served as the lead agency for the CoC for Detroit, Hamtramck, and Highland Park. HAND is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, HAND carries out the following activities:

Promote integrated, community-wide strategies and plans to prevent and end homelessness;

Provide coordination among the numerous local organizations and initiatives that serve the homeless population, and

Manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.
