Today’s meeting should be quite interesting, based on past comments.

During the last meeting we reported that after accusations of impropriety and a lengthy discussion of parliamentary procedure, the board would act on a motion to remove (or not) a board member.

This board of directors operates under a governing charter and consists of 22 members. The Secretary role is currently vacant, and the Homeless Action Network of Detroit (HAND) has served as the lead agency for the Detroit Continuum of Care since 1996.

The Detroit Continuum of Care (CoC) meeting has not yet started. It is a year-round planning body of representative stakeholders working toward ending homelessness. CoC services people in Hamtramck, Highland Park, and Detroit.

According to the website, the continuum has a board of elected and appointed leaders with the authority to make decisions that meet the needs of all persons experiencing homelessness throughout its geography.

The next meeting is scheduled for July 15, 2025 at 1:30 p.m. EST.

Asking everyone to keep comments focused on the meeting at hand

May 25, 2025 board meeting minutes moved and approved by the board (with name correction) and approval of the June 2, 2025 agenda.

They are polling the board but unfortunately, we all get the poll.

Abstain: formally decline to vote either for or against a proposal or motion.

Chelsea Johnson of HAND is presenting candidates for the vacancy role of SECRETARY. Dr. Celia Thomas of ‘Alternatives for Girls’ is discussing her role and why she wants this position.

Board is being asked to vote and a motion is being made to vote in this election for Dr. Thomas. This is an elected position (not an appointment).

Only board members may vote

Amanda Sternberg will present a recommendation to the board to vote on, but was initially discussed last week.

She is discussing funding opportunities and bills (legislation).

Recommendation for Detroit CoC resubmit a NOAH to HUD.

The submission of only one application was a requirement of the NOFO (notice of funding opportunity) that came out last July (2024).

In Oct. 2024 an application was submitted to HUD in November, but due to changing priorities in Washington, D.C. w/a new presidential administration, things changed.

No HUD announcements have been made but HUD has instead, re-released the notice of funding opportunity. Anyone (including Detroit CoC) will need to be resubmitted for reconsideration.

$75 million dollars is up for grabs.

Detroit may submit for up to $12 million dollars for a multi-year project and only one single application may be sent.

Another NOFO will be available later this year.

Below is a comparison of the two NOFOs:

Application deadline is now 42 days, so there are significantly shorter timeframes.

Opportunity zone projects receive additional scoring (criteria used to decide on who gets funded by U.S. Department of Housing and Urban Development).

Additionally, more funding is available for Detroit, up to $12 million dollars.

Rationale for the recommendation being made to the board is shown below, to ask that the applicant not reapply locally (which takes up significant time):

Development project consists of 39 units for single individuals in 1BR apartments in an adaptive reuse at 23 E. Adams with Full Circle Communities as the applicant:

$7.5 million initially requested.

If approved, this recommendation grant amount and timeframes may change.

Majority of costs will be for rehabilitation.

No questions or hands raised.

Voting is taking place, after motion is made to accept/decline the recommendation.
