Proposal 98 regarding the Public Safety and Criminal Justice Committee introduced by Councilors Robinson and Perkins is to appoint Claudette Peterson to the General Orders Board. Ms. Peterson met with committee on April 16th, 2025, and was approved. It now passes the full council
Proposal 102 address the appointment of Gregg West to the Metropolitan Development Commission as referred by the agency and as introduced by Councilors Hart and Lewis passes through committee on April 14th, 2025. It now unanimously passes through full council.
Proposal 103 requests that the council approve reappointment Craig Von Deylen to the Metropolitan Board of Zoning Appeals as introduced by Councilors Lewis and Delaney. Committee unanimously agrees, and the full council passes this resolution without comment.
Proposals 104 and 105 are presented with 103 by Councilor Lewis with council permission. 104 proposes Aaron McBride be reappointed to the Metropolitan Board of Zoning Appeals as an alternate. 105 renominates Charles Garcia to the Economic Development Commission. Both pass.
Councilor Robinson presents proposal 106 referred by the Public Safety and Criminal Justice Committee, to approve the Mayor's appointment of Andrew Merkley as the Director of the Office of Public Health and Safety. Councilor Jesse Brown shares comments about this action.
Councilor Brown of District 13 appreciates Mr. Merkley meeting him twice last week and offering to walk through School 68. However, Brown proposes sending this proposal back to the committee after hearing comments from Allies for Humanity. Passes with one "nay" by Brown.
A request by Councilor Robinson to review proposals 107 and 108 together is approved. 107 requests reappointment of Fred Pervine to the Emergency Services Agency Board, and 108 to appoint Ashley Barnett to the Juvenile Detention Center Advisory Board. Both pass unanimously.
The Introduction of Proposals is read by Clerk of the City-County Council Yulanda Winfield. 135 asks to reappoint Tracy Barnes to the Information Technology Board as introduced by Councilor Mascari.
Ms. Winfield offers proposals 136-146 as introduced by Councilors Osili, Lewis, Nielson, Dilk, Hart, Cahill, and Gibson to appoint Terry Bradbury, John Russell, Jr., Ron Phillips, Neil Bloede, and Patty Hagenmaier to the Citizens Advisory Committee township comprehensive plans.
Correction: Proposals 136-140 (not 146), were introduced by Ms. Winfield.
Proposals 141-144 were offered by Ms. Winfield and introduced by Councilor Lewis requests reappointments of Victoria Beaty, Barney Levengood, Craig Mince, and Nora Spitznogle to the Indianapolis City Market Corporation Board of Directors.
Ms Winfield offers Proposal 145 introduced by Councilor Hart approves the statement of benefits of Kimball Electronics, an applicant for tax abatement for a property located in one of Indianapolis' economic revitalization areas.
Proposal 146 is offered by Ms. Winfield as introduced by Councilor Gibson, to approve payments in lieu of of taxes for Grand Meridian, LP, for an affordable 94-unit housing project to be located at 3470 N. Meridian St. in District 8 in accordance with Indiana Code 36-3-2-12.
It should be noted that proposal 146 will be financed in part with low-income housing tax credits.
Proposal 168 as introduced by Councilors Lewis and Jones approves an additional appropriation of $1,914, 025 in the 2025 budget of the Department of Metropolitan Development in various funds for funding the costs for property taxes, capital repairs of DMD owned properties, 1/2
2/2 Central State Section 108 debt, remediation at 3515 E. Washington St. and infrastructure development within the area of Lafayette Rd.
Proposal 167 introduced by Councilor Graves approves a transfer of $10,000 in the 2025 budget of the Marion County Recorder's Office for the replacement of printing equipment. This is associated with the County Records Perpetuation Fund.
Proposal 169 introduced by Councilor Lewis approves an additional appropriation of $3,000,000 in the 2025 Budget of the Department of Business and Neighborhood Services to fund the costs associated with improving local alleyways.
Proposal 147 introduced by Councilor J. Brown authorizes a signal removal at the intersection of New York St. and Belville Ave. in District 13.
Proposal 148 is introduced by Councilors Dilk and Hart to authorize a speed limit reduction to 40 miles per hour on Emerson Ave. from Victory Dr. to Thompson Rd in districts 20 and 24.
Proposal 149 as introduced by Councilor Gibson authorizes restricted parking on the west side of Orchard Ave. from 38th St. to Millersville Rd. in District 8.
Proposal 150 introduced by Councilor Lewis authorizes restrictions on U-turns at Kiel Ave. for eastbound to westbound traffic on 38th St. in District 5.
Proposal 151 introduced by Councilor Evans authorizes a speed limit reduction to 25 miles per hour in the Salem Creek and Berkshire subdivisions in District 17.
Proposal 152 introduced by Councilor Robinson authorizes a speed limit reduction to 25 miles per hour on Lakeside Dr. from Lafayette Rd. to West 71st St in District 1.
Proposal 153 introduced by Councilor Jones authorizes a speed limit reduction to 25 miles per hour in the White River Innovation District in District 18.
Proposal 154 introduced by Councilor Barth authorizes a speed limit reduction to 25 miles per hour on North Kenwood Ave. from 46th St. to Westfield Blvd. in District 7.
Proposal 155 introduced by Councilor J. Brown authorizes the deletion of one-way street designations on Michigan and New York streets from College Ave. to Emerson Ave. in District 13.
Chairman Vop Osili addresses the special orders priority business and proposals 159-162 and 170-175 introduced by Councilor Lewis. These proposals have been referred to the Committee of the Whole as rezoning ordinances certified for APPROVAL 1/2
2/2 by the Metropolitan Development Commission on April 22nd, 2025 and April 14th, 2025 respectively.
Councilor Dilk makes a motion that Proposal 170 2025, 2024-0ZON-144 regarding 7500 S. Sherman Dr. be scheduled for a hearing at the next Council meeting on June 9th, 2025 at 7:00 p.m. Motion carries.
Proposal 163 introduced by Councilor Lewis as referred to the Committee of the Whole offers rezoning ordinance be certified for DENIAL by the Metropolitan Development Commission on April 14th, 2025. Motion carries without comment.
LeAnnette Pierce, General Counsel of the Indianapolis-Marion County City-County Council, gives instructions that Proposal 170, 2025 regarding 2024 ZON-144 to rezone 61.55 acres at 7500 S. Sherman Dr. will be heard at the June 9th, 2025 regular City-County Council Meeting at 7 pm.
Special Orders for final adoption considers Proposal 100 introduced by Councilor Mascari to establish petty cash funds to be placed in the custody of the Marion County Treasurer's Office to pay small or emergency items of operating expense as authorized by IC 36-1-8-3. Passes.
Proposal 101, as introduced by Councilor Gibson presented by Councilor Lewis) designates a portion of 25th St. from N. Hillside Ave. to N. Dr. Andrew J. Brown Ave., as Pastor Frank Alexander Memorial Way. Motion unanimously carried.
Councilor Hart offers the motion for adjournment to include Councilor Nielsen in memory of Terry Aileen Koch. Councilor Barth in memory of Deidre Lynn Taylor. Councilor Lewis in memory of the Honorable Cynthia J. Ayers. Councilor Roberts in memory of Kevin Krumb. 1/2
2/2 All Councilors in memory of Bill Stinson, and Councilor Mascari in memory of Jo Ann Hart. Councilor Hart asks that in recognition of those mentioned their names be made part of the council's permanent record and a copy sent to members of those honored. Motion carries.
In summary, $27,000,000 was presented for the spring fiscal package, with $13,000,000 for road improvements and $2,000,000 for enhanced snow removal. Proposals 25, 48, and 109 have been tabled or postponed.

Indianapolis City-County Council
The Indianapolis City-County Council is the legislative branch of our local government. In addition to adopting budgets, levying taxes, and authorizing financial appropriations to fund city and county operations, the council is responsible for enacting, repealing, and amending local laws. The Council appoints members to boards and commissions that serve the community, and all meetings are open to the public.
