Highlighting tonight's meeting will be CCPSA's presentation of 2024 foals for the Supt of Police, COPA Chief Administrator, and the Police Board President. The below is from the earlier-mentioned email sent to CCPSA mailing list members.

Guess I've been doing @CHIdocumenters for four years already.

The meeting begins at 6:38PM with roll call. All members are present, establishing a quorum.

We are starting with public comment.

There are a large number of public speaker candidates tonight. CCPSA will have to randomly select a subset.

1. Executive Director for Impact for Equity says CPD has been performing over 1k traffic stops per day. They are calling for traffic stop reforms and reducing low-level stops.

2. 18th District resident references a Northwestern Neighborhood Policing study and calls for more officers out of their cars and back on the streets in their beats.

3. Resident of the 9th District denounces current traffic stop practices, especially against people of color. They say that racial profiling reduces trust in police.

4. Rep from Empowering Communities for Public Safety (ECPS) lists their goals for the Supt of police like - ensure transparency in officer disciplinary process - implement thorough workforce study to inspect budget - increasing oversight in use of surveillance tech

5. Support for the Stop ShotSpotter movement, saying the technology will not stop violent crime. Calls for working with Mayor Johnson in keeping campaign promises.

6. Police district council member says a significant number of traffic stops ended in verbal warning. They say the traffic stops have taken >8k guns off the streets.

7. Rogers Park resident talks about a recent murder victim and says the police let their assailant get away but will conduct traffic stops and arrest others for less serious acts.

8. A person representing school crossing guards says the guards are being ignored, and that their safety is at risk. They are calling for action and more support for the crossing guards.

9. Comments that CPD disproportionately uses pretextual stops against people of color. They say police target poor neighborhoods and fabricate reasons for stops.

This concludes the public comment period.

Seems there is one more person for public comment. They say they will sue members of CCPSA if they go against the consent decree policy regarding police chases. They say people will die as a result of changing the chase policy.

The Noncitizen Advisory Council is providing some updates. They voice support for the Welcoming City Ordinance but say that some members of City Council want to get rid of it.

The NAC members strongly advise the supt direct police districts on treatment of migrants and folks in need.

CCPSA talks about a recent panel regarding officer wellness, attended by over 130 people (virtual and in-person). Future discussions will be held.

Previous meeting minutes were also approved. Next are discussions of 2024 goals.

CPD goals: Ideas came from budget discussions, CCPSA members, and public comment. Goals were on different topics such as officer wellness and use of data analytics.

Supt Snelling says CPD has opened mental health centers for officers and reduced overtime hours. He says that all officers are community policing officers.

Snelling says over the last three years, CPD has confiscated more guns and made more gun arrests than New York and LA combined.

CCPSA is asking Supt Snelling to consider the following for his 2024 goals: - significant leadership training, particularly for commanders - add promotional process overhaul - set specifics for how civilian hiring will be achieved

Snelling says he recently disbanded a city-wide team that was performing traffic stops, saying the officers were needed more in individual communities.

CCPSA suggested goals for the Police Board: - Police Board allow comments and inquiries from denied officer candidates - Efficacy in Police Board rule making process - Procedures for case review - Standards for written opinions - Community engagement and education

Police Board President Foreman lists some goals regarding written opinions, including that dissenting opinions will include reasoning.

Foreman has a goal regarding public engagement and awareness of the Board's public meetings. Sounds like the goal is to make more information available online.

CCPSA says they are underwhelmed with Foreman's proposed goals. Foreman is being asked why he didn't take commissioners' advise regarding setting goals.

Foreman says he was underwhelmed as well by the goals. He says that CCPSA wanted five goals, so they delivered five goals. It sounds like the Police Board had some trouble coming up with five goals. Foreman says they are limited in creating goals.

Next is goals for the COPA Chief Administrator

CCPSA suggested four areas for COPA goal setting - more transparency regarding COPA's work - increased consistency, ability for community and police to understand basis of COPA recommendations - better communication about disciplinary recommendations - improved timeliness

COPA Chief Administrator Kersten discussed proposed goals: - consistency in decisions and processes - timeliness (under 800 open cases now) - communication and community engagement (COPA People's Academy) - youth engagement (paid internship opportunities for teens) - equity

Next CCPSA meeting will be Thursday, January 25th.

Commissioner Troncoso discusses a lack of victim services, which results in - Lack of trust between victims and police - Inability to solve crime Troncoso calls for a victim's satisfaction survey and says the idea has been implemented in other areas.

CCPSA says applications to be the next commissioners open Jan 8th - Feb 7th.
